The Public Service Rules (PSR) 2021 is the official regulatory framework governing the Nigerian Public Service. It supercedes the 2008 edition and applies to all employees in the Federal Civil Service. The PSR derives its authority from the Constitution of the Federal Republic of Nigeria 1999 (as amended), the Civil Service Re-organisation Act, and the Establishment Acts of various Ministries, Departments, and Agencies (MDAs).

The PSR is issued by the Office of the Head of the Civil Service of the Federation (OHCSF). It is divided into sections covering all aspects of employment from recruitment to exit. The rules are binding on all civil servants and any breach may attract disciplinary measures. The Federal Civil Service Commission (FCSC) has constitutional authority over appointments and disciplinary matters.

Key principles include: Merit-based employment, Political neutrality, Impartiality, Accountability, Transparency, and Professionalism. Civil servants serve the government of the day regardless of political affiliation. The rules emphasise ethical conduct, avoidance of conflict of interest, and the duty to uphold the Constitution at all times.
